They could start off PG, But the slowly but surely develop corrupting qualities and get demoted, And then they can eventually fall and slowly become PE over the story.
(And yes, A PE villain could go the same but opposite, They start as PE, Develop redeeming qualities, Eventually get redeemed, And eventually shred all corrupting qualities and become PG.)
