Scar is a dirty coward and a weakling. Meanwhile Shere Khan almost killed a fucking bear. If there won't be any fire for Scar to take advantage of, Shere Khan will easily tear him apart.

Frollo is at least conflicted about his lust towards Esmeralda. Belos is just too narcissistic and self-righteous to even consider that his usage of magic and murder of Caleb contradict his hatred towards witches and his claims about protecting humanity, respectively.

I disagree. While he certainly didn't mind killing Luz, compared to his other deeds, rejecting redemption is basically nothing.

@NoodleMcDoodle creating one of the most dangerous beings in the universe through repeatedly killing a baby in a very brutal way is quite vile in my book, especially given how he wasn't even mentioned after his death.
He is directly responsible for creating Doomsday, a murderous and extremely dangerous beast who at one point killed Superman, so that should give you an idea on its power. Bertron made him by releasing an infant onto Krypton, which resulted in the child's brutal death, then cloned it and repeated the process until it evolved into Doomsday who killed him.
What makes you think he's not?
I feel like Odalia should have been put against Amity since she barely interacted with Luz outside of that one episode where she tried to kill her.
