I was thinking about proposing to Sauron (The Rings of Power) while watching the series and proposing at the end of it if I saw it and thought it met the criteria for being a PE. However, I hated the series and the distortion it makes of Tolkien's material and have already given up on that possible future proposal.

Lotso is not meant to be played out of sympathy, in fact, the narrative itself portrays him as atrocious and unsympathetic. Pure Evils cannot be sympathetic or else it is an automatic disqualification.
If he has full free will, understanding of morality in its entirety to the point that he fully understands everything he does is wrong and embraces that, then yes.
It's a different case of Aku who was literally born from darkness and has no other option than to be evil even if he likes it.
Demise, he, as the deity that he is, is portrayed with a mentality that is different from that of humans and that operates his thoughts in a different way as well. Therefore, he could neither be a psychopath, nor mentally ill or psychotic.
And I don't remember any particularly sadistic characteristics of him.
I don't know of any Pure Evil coming from a specific fictional sport that is a homage to a real figure from that medium. However, Brian Hawk from Hajime No Ippo, who is a clear Hate Sink, is a homage to the real boxer Naseem Hamed.
