Imo, they're easily one of the best examples of a PE villain with a genuine and real tragedy who was so insanely heinous and evil that it completely overrode said tragedy

Which PEs do you guys think did the most admirable things for obviously non-admirable and selfish reasons? This was just a fun little question I thought I'd ask, cause there are quite a few
For example, PEs who help the heroes save the universe in order to save their own skin like Slade and Frieza, or PEs who save humanity so that they can have people to rule over or give off the impression of being a hero, like BBH SpongeBob or GOW Zeus

There are many delusional PE villains who do have a good point somewhere in ideology and could easily be an extremist if they didn't do a certain thing pertaining to it. I'm curious, what are some good examples you guys have of that?
For me, I think that applies to Proximus Caesar and Syndrome very well. Proximus Caesar was partially right about his distrust in humans and his goals seem understandable from a surface-level view, but he proves himself to be a hypocrite with his atrocities committed against his own kind and his lust for personal power. Syndrome's "when everyone's super, nobody is" quote is actually true in many ways and I think he could've passed off as an extremist if it wasn't for the fact that he monitized his gadgets rather than just giving them away to people without powers.
Just an interesting question I wanted to ask y'all, cause some villains are really good at faking politeness.
For me, it's definitely gotta be Kenjaku. I was actually surprised at first when I saw that he was considered faux affably evil instead of genuinely affable on the villains wiki, which goes to show how good he was at pretending to be nice.
If we wanna count NPEs too, then Falcone from the Reevesverse had a pretty convincing impression of a nice guy too.
So I read the criteria for MBs before and saw that PEs are automatically excluded, and it made me think about something; If PEs weren't excluded, which PEs do you guys think could pass as one?
I'm mainly asking which PEs do you guys think could be cool, badass, or likable enough to be MBs despite their heinousness. Anton Chigure, Thrax, Nolanverse Joker, MCU Hela are a few I can think of off the top of my head.
