@Gatunow14 682 probably is heinous enough considering that its omnicidal intentions possibly rival the Scarlet King's, but yeah AFAIK it has redeeming qualities in pretty much every canon he appears in, whether it be moral agency issues, lack of personality, or care for one specific being.

Given that is DC we're talking about, it's perfectly possible for him to have been both at different incarnations.
