Voldemort who literally gets killed by a baby Harry Potter because Harry's mother loved him a lot, lol.
My unpopular opinion is that the Joker is really overrated and overused as a villain.
I liked the first Joker film but that's mostly because Arthur Fleck (I know he is not Pure Evil, but he is still an iteration of the Joker) doesn't really come across as the Joker, just as some loner who got abused too much and was driven insane which is realistic.
I also liked Heath Ledger's portrayal of the Joker due to how much he challenges Batman's morals along with the city, but I still feel this iteration of the character is a little overrated as well.
But I really don't understand what people like so much about some mentally ill, attention seeker who dresses up as a clown, cracks dumb jokes, laughs constantly just to show how "crazy" he is even though crazy people don't normally act like that. And I also feel the character in most of its iterations (except the 2019 Joker film) portrays mentally ill people in a pretty stigmatizing way where they are perceived as a danger to society, not to mention that he doesn't portray mental illness in a realistic way which makes me dislike him even more.
He is far from the worst villain ever but I really don't understand why he is one of the single most iconic villains in all of pop culture and has dozens of iterations.
@Duckw545 Technically, Voldemort was actually able to take over that high school, Hogwarts, and keep it under his control for months because he was able to take over the entire magical community in Britain and create his own racist government to rule the country which means that he was controlling Hogwarts as well. We even see how Hogwarts' way of teaching and general way of governing has changed once Voldemort has taken over the Ministry of Magic and has sent some of his minions to Hogwarts to keep it under control. It's just that once Harry comes back to Hogwarts and inspires the other students and the teachers, they rebel against Voldemort which is why Voldemort and his army arrive to kill anyone who resists them and take over Hogwarts once again. However, Voldemort gets killed during this battle by Harry due to some contrived Deux Ex Machinas and his whole army falls apart.
I don't like Voldemort as a villain and I find him pretty boring and I am not a Harry Potter fan, but it's not really accurate to say that Voldemort couldn't even take over a high school when he actually did take over the Ministry of Magic and ruled over the magical community of Britain for months, which includes that high school in question.

Because Squid Game is extremely popular and the second season from which the Recruiter comes is very recent.
Also, he was approved just a week ago and he is iconic due to how sinister he is and the Russian Roulette game.

She wasn't approved. Someone constantly creates new accounts and makes a page of her here because they are obsessed with the idea of her being Pure Evil. This guy also contantly creates a page for Grey Worm on the Near Pure Evil wiki and he might also be the one who constantly creates a page for Severus Snape on the Pure Evil wiki.
I wouldn't say that Lotso has progressively lost all his redeeming qualities. He pretty much lost all his redeeming qualities as soon as he learned he was replaced by Daisy.
Comedic moments are only detracting if they result in the villain being perceived as less of a threat and more of a joke. None of these seem to detract from Pennywise' seriousness. If anything, he is the one making fun of other people.

To be honest, I don't think AM's fate is anywhere near as bad as Ted's or that of the other 4 people (before they died).
While it's true that his situation sucks since he can't move from his complex and can't experience the world in the same way a human does, I still don't think his situation is comparable to what he puts the 5 people he is torturing through. I have seen some people who state that AM himself is in a lot of pain, but I don't think there is anything in the story to indicate that he is actually in pain (especially considering that as a machine he doesn't even have a neural system) and while he does have some setbacks in his life like not being able to do what he wants and not being able to experience the world in the way he wants, he is still not constantly tormented physically and psychologically by a superior being who has dedicated itself to making his life as miserable as possible unlike what he does to the 5 people.
Unlike the 5 protagonists who want to kill themselves to escape from the torment, AM clearly still wants to exist because, considering his reality-warping powers and all the other things he has at his disposal, if his existence was as unbearable as that of the 5 protagonists, AM could easily find a way to shut himself down with his reality-warping powers. The fact that the 5 protagonists contantly seek ways to kill themselves to escape from the torments AM puts them through only to be stopped by him while AM hasn't shut himself down even though there is no one stopping him from doing it shows that his existence is nowhere near as bad as that of the 5 protagonists and he clearly wants to continue to exist.
Though I agree that he is a pretty well-written villain and he has some complexity.

Redeeming qualities, no, unless they explicitly subvert them.
For Freudian Excuses, it's a bit more complicated. The Freudian Excuses doesn't need to justify a character's actions to be mitigating, however, it still needs to serve as a valid explanation for why a character does what they do. Sometimes, if a character commits such heinous crimes that their backstory is just not enough to explain their actions in the present anymore and, most importantly, the story itself makes it clear the backstory is not enough to explain their actions, then it could be used as an argument for why they are Fake Tragic.
An example that plays into this might be AM. If he had the exact same backstory and he only tried the kill the people who had created him because he blames them for his miserable existence, he would have easily been a tragic character who is just lashing out at the people he blames for his existence. However, when he takes 5 random people who have nothing to do with his creation and just belong to the same race as his creators and he subjects them to fates and nightmarish tortures far worse than what AM himself experiences and he subjects the protagonist to one of the worst Fate Worse Than Death scenarios in all of fiction and takes great sadistic delight from the 5 people he is torturing suffering in far worse ways than AM himself, it becomes clear that his situation is just not enough to explain his actions or his sadistic behaviour.
However, this is determined on a case by case basis and the most important thing is if the story itself treats their backstory as a valid explanation and not how heinous their actions are.
Though, I have to say that usually when the actual PE proposals come, I am not surprised because I look at the conversations which happen on the Complete Monster threads on the other site and most of the time, when there is a big reevalution of a character, it first happens on that other site and then we, the users of Fandom, see reason in the arguments they use and we rediscuss the characters.
One of the few examples when it was the other way around was with Sergeant Major Gross who was first removed by us and then by them.
There are a lot of them, but Thumper is somewhere at the top.
Also, I know he is not officially approved yet, but Senator Falco from the film Gladiator apparently has potential to be Pure Evil due to how much he helps Emperor Commodus even though I didn't even know this guy existed before I read his Complete Monster entry on the other site (and I have watched the film a couple of times). So, if he ever gets approved here, he would be a pretty surprising candidate.
