As an Ace Combat fan myself, I believe he doesn't qualify, and here's why: you need to stand out with your crimes to be PE or NPE, do something more vile than most villains in the setting. All Torres wanted to do was destroy one city. Destroying a single city is a Tuesday for Ace Combat villains, they tried and/or did it in 2, 3, 4 and 6. Compare it to Grey Men from 5, who tried to destroy half of either Osean or Yuktobanian cities, but none of them are given characterization, so I believe that the main series Ace Combat games simply can't have a Pure Evil. Alternate continuities, on the other hand...

But I still have some doubts: his plan to conquer the kingdom seems to be unleashing dark magic on it from a safe distance, turning everyone undead like him, and he omits that part. This doesn't sound like playing fair.

How exactly? I saw that scene, and Bora Ra never promised to spare the heroes out of respect. The villain I'm talking about (Baron von Bludgeoneous) said to his enemy something in the line of "you can't defeat me, but you are a great swordsman, so I won't destroy you, but your time will come eventually, because I will destroy the academy". Genuine honor or not?
Is sparing your enemy out of respect for their skills but making it clear to them that you'll eventually try to kill them honorable or not?

@RawriGodzilla 2000 Lyric hardly resembles a Sonic character, much like some DeviantArt OCs, and both Erazor and Saddam are from Middle East.
Looks like the Hate Sink category got removed. What's the reason, exactly? Was it misused too often or is it just pointless to apply it to characters who are unsympathetic either way?
