The only rule is you can't choose a villain on the basis of their faux traits, they must govern the nation at their true selves. Any approved villain is an option, and you can pick any and/or multiple roles of your choosing based on any real-life nation.

If Dahlia Hawthorne had the resources to affect an entire world or at least a huge amount of people, what would she have and what would she do with it?
Since I heard people were making this category at least 3 times before discussing it with the admins/community, I thought it would be a good idea to open up the discussion now. Basically, this category would be for Pure Evil Villains who faced off against Pure Good Heroes, making their heinousness stand out more. What do you guys think?
