I mean, I'd pick Unalaq. If they made Vaatu the main antagonist that threatened the well-intentions he had regarding spiritual harmony, then that'd be better. Making Unalaq a genuine extremist. Vaatu would take advantage of his plans and seek to merge with Unalaq to become the Dark Avatar and enslave everyone under his own draconian reign.
