I think the writers intended to give him a sympathetic moment of humanity here, he is having a breakdown over something whilst hugging Harley for comfort.
Idi Amin was disqualified from this wiki over a single tear that was in fact a freeze-frame that nearly everybody missed.
I think this guy needs removing.
