As the title says I want to know what was the proposal of pure evil made here (not on the villains wiki or on the villains fanon wiki) that took the longest to endend (dont care if the proposal was aproved or rejected). Out of courtesy you can say how time it took

I mean, since we started this wiki for the worse of the worst evil-doers in fiction, something that has attracted my attention is the fact that some PEs look like they are categorized as that by default. What does I mean with this? I mean, that some may have ambiguous redeeming qualities that could prevent them from being PE, but because they aren't fully specified, then they are approved as PE instead. Do I mention some examples?
Roger (Lord of the Flies): He may be a psycho, but given how the narration states that all the kids felt remorse over their actions when confronted by that military official, it explicitly says that they all repented, they didn't say something like "All the kids suddenly realized they had been all wrong, minus Roger". I know Roger has no positive traits, but a narrator is supposed to be the maximum authority who knows everything in the story, right?
Frieza: He apparently has some fondness to his caring nanny Blueberry, but just because he wanted to have all Universe 7 inhabitants killed, some say that's proof he didn't really care for her. Maybe he just forgot she lived there?
Lots-o'-Huggin' Bear: For years I saw him as a tragic figure, but thanks to this wiki, I now realize that Daisy didn't abandon him, instead he abandoned her. However, when Woody reminds him of her, his refusal to remember her may be an indicator that he still felt affected by losing her (maybe Daisy's parents are the true culprits here). I remember having a sticker album that says that he got the garbage truck to return home, but that he would be unlikely to leave if he wanted (I now this likely wasn't the filmmakers' intention, but just a fun fact to mention).
Blackbeard: As much a bastard he was, his care for Angelica isn't explicitly confirmed as not being genuine. Even if he tried to make her die so he could live, his act of trying to reach her hand as he rotted away may be an indicator that he did love her to some degree, as he did say that she was the only good thing he had made. Plus, due to Angelica's faith on him, I wonder if maybe he intended to live a sinless life from that point onwards if he lived over here.
Kevin Khatchadourian: He does seem to repent his actions at the end despite all the monstrocities he did, likely because he has been in prison and was possibly shown the rough way of living there, making him realize the murderous jerk he was. Yeah, it can be interpreted that he is just manipulating his mother once more, but does the novel or the film confirms it to be the case?
Bill Cipher: Yeah, I know he was the worst supernatural being to terrorize Gravity Falls, Oregon, but his last words invoking Axolotl imply that he may want to redeem himself so he can return. Okay, with all the things Alex Hirsch has said about Bill (like he killed all people, even his family, in his home dimension), he doesn't look like someone who would try to redeem himself out of genuine remorse, but just to ensure his survival. However, Axolotl mentions in one of the tie-in books that Bill isn't as jolly like he makes himself look and actually misses his friends in his home universe. I know that such book isn't canon but Alex said that it contains one big canon secret, which most assume it was the Pines twins encountering Axolotl, which Hirsch confirmed to be a sequel hook in case he ever returns to the franchise (let's hope so). It would be a bit weird to see Bill redeem himself, but well, this dude is already weird, right?
Ryker Grimborn: He once stated to have cared for his cousin, and some say that such "care" is too vague to be redeeming in his later appearances, but what does confirm he isn't really close to such cousin?
I feel like until we know for sure that a series is over, we shouldn’t propose any villain from it for PE.
I mean look at how many villains we’ve had lose their PE status because they appear again and get redeeming qualities. We got Dr. Brenner recently and in the past, we’ve had horribly done examples like Monty. Everyone thought King Adrias would be PE and then looked what happened to him.
While some characters like Femto have been upvoted for decades and are understandable, others have me worried for their status like Frieza and Yoon Gwi-nam.
