What I am talking about are PE characters who are allied with a side which is treated as generally good by the narrative and said PE character never betrays that side.
I can think of two examples and both come from ASOIAF/Game of Thrones:
Craster is an ally to the Night's Watch and he provides shelter and food to the Night's Watch brothers and has even saved the lives of many rangers on certain occasions. However, he doesn't do that out of autruistic motives and he simply wants protection from the Night's Watch from other threats. The reason why he qualifies as Pure Evil is because he keeps a harem of abused women that consists of his own daughters for the most part whom he starts raping and abusing from a very young age and specifically raises them to become his sex slaves. Whenever he has a male child, Craster just leaves them outside in the cold as sacrifices for the Others/Night Walkers. He does these things to dozens of his own daughters and sons and the Lord Commander of the Night's Watch doesn't really like him, but still keeps him as an ally because he is useful.
Rorge is a serial killer and rapist, who targets a lot of children, cut off a child's tongue and filed his teeth into points to force him to fight against dogs and bears and turned him into a cannibalistic serial killer, led a brutal pillaging on the town of Saltpans where he had hundreds of people killed and personally raped a young girl before giving her to his men to be gang-raped and having her tongue and breasts cut off and plans to cut off Brienne's legs and force her to watch as he is raping a 10-year-old with a crossbow. However, at some point he becomes a member of the Brave Companions, a mercenary group of psychopaths which initially fights for House Lannister, but later betray them and start fighting for House Stark. Rorge never betrays Robb Stark and even though at one point he leaves with a group of other mercenaries, it's only done to save himself from the approaching Lannister army led by Gregor Clegane and after his escape, he tries to escape, pillaging anything on his path, but never officially turns against Robb Stark or sides with his enemies (though, to be fair, at that point Robb is dead and even if he tried to side with his enemies, he would be killed as a criminal).
