I am a 100% sure it qualifies as PE, not as badge of honor, but due to the fact that it was the reason the Chaos Emeralds landed on Earth alongside the Ancients after The End destroyed their planet.
Look, I'm sure he passes the standard with his plan to turn the entire human race into food for the Black Arms, and he is presented completely seriously, but hear me out: does he really have no redeeming qualities? It's often claimed that he destroyed Central City (which happens only in certain story routes and thus may be non-canon) to make way for Black Comet (which isn't confirmed), and that he also killed most of the Black Arms who were still in the city (even though it's, once again, not confrimed, as no living creature is seen in Central City in the cutscene where its destruction is shown). With all of this, a question arises: does he really not care for the Black Arms? I don't remember it being stated that he needed them to become a galactic conqueror or something, his plan basically boils down to giving them a food source (I doubt he can eat himself considering he has no mouth), he even calls the Black Leeches his "dear offspring"...maybe finding a way for his species to survive was all he ever wanted in the end, meaning he's something of an extremist?
While I have a soft spot for Shadow The Hedgehog (Game), Black Doom is easily the worst of the PE villains in the Sonic games. While Infinite is admittedly one of the weaker antagonists in the series, I don't hate him much as he seems to be more of one shot antagonist and his theme is my favorite sonic song, Black Doom however is the worst villain to me because one of the only reasons he exists is because of plot contrivance to Shadow's backstory and doesn't do much after the game (to the point of barely being mentioned), he's suppose to be Shadow's ultimate and most personal enemy and yet he feels more like an after thought than an actually personal figure within Shadow's past.
