Rick and Morty, I'm not that big of a fan but I want to see them at least try before it all ends. Mostly because it has 3 NPE with super minor preventions so they might as well go all in and do it.

Currently, I am reading Bygone Dawn, a post-apoc book about humans becoming saurian hybrids and entering into a hostile, violent new world. The main antagonist is "The Jester", who I presume is the once-human "Vincent Vaughn", who is the definition of "asshole of all assholes", and he gets worse after his transformation. From what I've gathered around half of the 570 pages in the book, Vaughn as a human liked to get into friend groups and break them from the inside, as well as bully to the extreme and get away with it due to his father supporting/paying for practically the entire town he lives in. In his saurian form, he gained a theropod-like appearence with sharp talons and extremely sharp teeth with an evil grin, hence his new name by Jenny Riddle (one of the main protagonists). He has become practically devoid of empathy (if he had any to begin with). He has now got hundreds of counts of false imprisonment through trapping Changed (the transformed human) in holes covered in sticks, aggravated assault, and attempted murder (possibly murder in general due to a gutted hadrosaur-like saurian in the book, though that may not have been his crime). He is, in my opinion, absolutely pure evil, though, not only do I have nowhere near enough knowledge to confirm that/create his page, but I don't have the qualifications to propose him on the Official Wiki, that'll be soon, as I enjoy reading the book. (Hell my PFP literally is the cover)

I know it isn't a franchise, I just couldn't think of anything else lmao

@LordJarman I still think Finnegrinn is PE but I don't think I be able to propose him one day since it was decided that he's NPE.

@Yoshikage1234 I feel the same way about Finnegrin honestly. If you want, you can talk to Tripp Everrett about a reproposal if you think he should be given a second opinion. Not that I care what his moral ranking is in the end since he's an irredeemable piece of shit regardless.

Ultrakill. While I do think that a certain spoilery character will fit once the full game is complete, I'm just hoping there will be at least one. Hell, maybe there will be a navigation for New Blood!

Some others would be the Kirby games and Brutal Orchestra.

Some franchises who already have at least one Pure Evil but I think it would be cool if they had more are Cult of the Lamb and Project Moon.

Also, while I think Deltarune having a Pure Evil character would be cool on paper, it kind of goes against Toby's overall theme of nobody being completely evil.

"Dragon Prince" had apparently the same creators as "Avatar", so most villains are complex rather than full-on evil. Though, we can wait until one crosses the territory.

@Mark Wolfert They did not create Avatar, it was made by one of the writers of Avatar, Aaron Ehasz, and the writer of the Uncharted series, Justin Richmond. The creators of Avatar is Michael DiMartino and Bryan Konietzko.

Understand. Didn't watch DP. Though I like the genre, I have no interest to watch the series.

"The Amazing World of Gumball" they came really close to having one with Mrs Robinson and I was disappointed when they didn't go further with her heinous actions which is all she needed to qualify (all tho it is implied she burned down her high school with with the students still inside)
