She is in the game League of Legends, in fact she hummed to everything, and it brought her pleasure to kill civilians, in the games it is clear that her past from Arcane has become not very important to her, she began to behave like the Joker and perhaps worse.

Absolutely not, Jinx is nowhere near Pure Evil.
Has moral agency issues due to the Shimmer inside of her degenerating her mind and causing her insanity.
Too comedic. While her behavior is deconstructed to have a more tragic light in Arcane, her destructive behaviour post-insanity is more light-hearted.
She's on and off, and isn't always being antagonistic.
As shown in Legends of Runeterra, Jinx still cares about her sister Vi despite everything. In the good ending of her own campaign she retrieved Vi's childhood toy to give back to her, and in the good ending of Vi's campaign she offered to hug Vi after she gave her weapons back.
