Regret isn't the only factor that can disqualify. Homelander has a lot of problems with qualifying here due to his past and ability to feel a level of care for another.

That's not how that works. The fact he has multiple sympathetic moments makes it a prevention. His love for Stormfront is never subverted and his backstory holds up because that is why he is the way he is.

I'd say Wait and See but yeah I def. doubt Homelander would be PE considering the TV Series tries to humanize the abominations made by Garth Ennis

Valentino looks like he might qualify too with what we’ve seen of him. Hazbin Hotel might introduce other candidates in the future.
