Agreed in the PE proposal for him that he is taken completely seriously by the story, and that his comedic moments never detract from his cruelty.

Lord Dominator isn't really a valid comparison, the criteria does not exactly work on blanket answers, it's very case-by-case, especially when it comes to comedy, so each candidate should be judged on its own merits without relying on other candidates being approved for the same reason, that's not to say it can't be used to bolster an argument but it should only ever be secondary to the argument being made.

But there's multiple episodes of him just being comedic and barely doing any evil so not only are his comedic moments frequent but their also episode spanning too , so he fails the two things that make comedic moments non-detracting

I specifically chose Dominator because her and Aku are very similar in terms of how their characters are presented I know my example shouldn't be used as a one size fits all .

I honestly agree I dont think he is suitable to the PE status.

The thing with Aku is that his crimes are still taken seriously and is still meant to he a serious threat. Keep in mind the video game also gives Aku dark moments

Lord Dominator's loneliness is taken with genuine sympathy and never once subverted, also Lord Dominator's comedic moments do actually detract from her villainy because there are times she is not taken seriously in universe. Aku is taken dead serious in-universe, and a majority of his comedic moments are usually when he is by himself.

To be frank, Dominator's... not a good comparison, as her defeat is a really long gag about rejecting redemption. Aku is treated mostly seriously by the end.
