A Pure Evil Chara misses the point of their character completely.
Can't believe their canon self had a PE Proposal, never seen a more obvious nonqualifier in my life. But then again, my interpretation of Chara was always "innocent spectator who merely watched everything happen and either was emboldened by it or became just as cruel and sadistic as the player", because interpreting Chara as the "evil" one is, in my eyes, a rather silly thing done by players to deflect blame from themselves. There's very little indication Chara "forces" anything, and red text is used mainly to add emphasis, so saying that's all Chara's writing is pretty odd. It's implied they're the writer for dialogue in interactions in BOTH routes, which is what I believe, and I believe that, ultimately, the player is the one to blame, and Deltarune's going to make that explicitly clear in upcoming chapters due to how people missed the point of the genocide route by assuming they got possessed and were freed of blame for... killing fictional characters (wow).
But Chara is actually rather interesting when you think of Undertale's themes. The whole "smiling" thing can be explained as sadness, oddly enough, due to multiple cases of smiling be used in that way. Heck, the reason it's considered "creepy" might be because it's so OBVIOUS Chara is in distress deep down.
But that's just me ranting about nothing. TLDR, Chara is a rather complex character for whom forcing into PE status is rather shallow and ultimately is due to lack of ability to read into subtext beyond "Chara wasn't the greatest of people" (yeah nobody is, Asriel never said they were bad just not the best). It's about as ridiculous as a PE Amanda Waller, and yet, there are dozens of PE Charas. Sighhh...
