All Honest got is the goofy "Og well" scene and the brief moments of combat prowess which aren't all that special in a battle manga like Akame ga Kill. One of the many mistakes the author gives him is the fact he focuses too much on the deeds to make him a hate sink than actually working on something for Honest for him to not just be a one note villain who's only existence is "I'm evil". Like his personality is flat, he's a sadistic glutinous pig who's power-hungry, nothing else.
It really doesn't help he's in the same series as Esdeath, hell he's like a knock off Vladimir Harkonnen, but the latter actually works as a villain. If you're gonna set up bad guy who works behind the scenes but is an evil ass dude for the audience to despise, look no further than Palpatine. Hell he gets plenty of screentime but none of those developed more on his character or show any cool aspects, let alone a "Love to Hate" vibes. Legit you can replace him with any other villain as the big bad and nothing changes. Even his laughably evil moments are dull and doesn't save him from being a scrappy.
Hell, if I think of an anime villain who works as some "Pinnacle of Evil" they actually works, I think of All For One and The Major (Hellsing).
