Shan Yu gets an easy W, legit he has an whole army of guns that raze villages and slaughter entire Chinese army, and battle experience and combat along with physical strength. Frollo is just an old dude who's just skilled with a sword and a lot of guards and soldiers at best, he isn't some general or military man leading the whole army or anything.
If it's a One on One, Shan Yu would wipe the floor with Frollo.
