Well, Palpatine had six whole films to be shown. Runeard only got one movie.

Runeard is more interesting than Palpatine as a PE plot device. (Though Palpatine has more entertainingly hammy scenes in the prequels)

And the similarity between the two is that they were both the grandaddies of female protagonists of sequels released in Winter 2019.
