I made a very similar post recently.
Some franchises that haven't been mentioned yet:
The film series 300 (Artemisia and Xerxes set the standard pretty high but both have redeeming qualities.)
Rick and Morty (Rick is too comedic to count and has many redeeming qualities despite the atrocities he commits and everyone else fails the heinous standard to him (just read his page on the Inconsistently Heinous wiki and you will understand why).)
The Sopranos (Most of the characters in general are humanized and have some redeeming qualities.)
God of War (Kratos is a sympathetic anti-hero despite killing millions of people and everyone else fails the heinous standard to him.)
I am not sure if it counts as a franchise because it's technically part of League of Legends (which has PEs), but Arcane also doesn't have any PEs (yet) as the show tries to humanize all of its characters.
