I dont want Hoffman to become Pure Evil by subverting his love for his sister. This would be flanderization and incosistent characterization.

Just because Lord Shen was letting Soothsayer go with no harm doesn't mean he cares about her, he has a similar Grimmel situation. Grimmel just let Ruffnut go with no harm and everyone knows that he doesn't care about her.
@GucciMickeyMou$e I disagree with you, Shen evidently didn't considered her as a friend but their interactions shows that he had some appreciation for her.
But Grimmel let Ruffnut go because allowing her to leave would serve him to track down the Dragon Riders and New Berk's location.
I think The Boys will have someone PE eventually. Homelander and Neuman in particular only have a few mitigating factors left to shed.
Someone I think that has a chance to become PE even if he is currently being proposed as NPE is Lt. Colonel Jack Sullivan in his show's fifth season if he drops his well-intentioned national hero persona. And maybe Terry Silver if he ends up dropping his few redeeming qualities likewise in his show's fifth season.
If Ke-Pa cares about he's own minions, Lord Shen might be eviler than Ke-Pa mainly because Lord Shen wiped out a panda village and making Po think he's parents never loved him and death can heel him in the other hand Ke-Pa never did that to Po.
