I don't think she's overrated. No one thinks her crimes are worse than those of Voldie, or even Bella, for that matter. Everyone hates her guts, but nobody puts her above these two in terms of evil.

I have seen plenty of people who are convinced that Umbridge is not only worse than Voldy but that she is also one of the most evil characters of all time.

Being more hateable does not by any means make one more evil; by that logic, Saeros is worse than Morgoth.

Or Lotso is more evil than Syndrome by that logic.
