Eh, why if it doesn't PE have a PE it doesn't count. It can be lack of PEs themselves that make the franchise's standards so high as no one is able to stand out from each other).

Journey to the Light, the standard is so high that a genocidal slaver who successfully killed hundreds of people only was approved because of his relatively low resources.

I can't believe I'm about to say this but my own fanfiction franchise aka Tabbykitth's Tabbyverse has a really high henious standard. Almost every villain fails the standard to my version of Dabi due to them not being as henious as he is.
