Journey to the Light, the standard is so high that a genocidal slaver who successfully killed hundreds of people only was approved because of his relatively low resources.

I can't believe I'm about to say this but my own fanfiction franchise aka Tabbykitth's Tabbyverse has a really high henious standard. Almost every villain fails the standard to my version of Dabi due to them not being as henious as he is.

The New Order: Last Days of Europe. It has to mean something that Bormann and Huttig, genocidal Nazis they may be, probably fail the heinous standard. Hell, Hitler and Heydrich almost certainly do due to what Himmler and the Aryan Brotherhood pull. I was worried Rodzaevsky, genocidal under-resourced warlord he may be, was gonna fail to hard to even be NPE, until I saw just how messed up his purges were.
