General Mandible literally sends all the soldiers loyal to the queen on a suicide mission and attempts to drown all the workers because he views them as weak.
In both being heinous and more irredeemable, General Mandible. He kills more people than Hopper, and attempts to not only kill an entire hive, which seems to be larger than the one in bug's life, but a hive with his own species. And unlike Hopper, who at least has some honor and probably cared for his mother, Mandible has nothing redeeming about him.
Mandible in both deeds and personality.
Frankly I always saw Hopper as a generic bully/enslaver at best and a wannabe subjugator (by intending to murder the ant queen) at worst. Sure, he leeches off of the ants and dominates them for kicks, but that’s primarily through intimidation (and out of his own insecurities and fears that they may outnumber his grasshoppers or that he may be seen as weak); he mainly just visits them every now and then to reap their harvests without, say, unnecessarily torturing or killing any of them and even gives them a second chance—at least until they once again fail to satisfy his wishes.
His most heinous acts are probably killing a few of his own kind to prove a point and, again, plotting to assassinate the queen to keep the ants in line—but I would say that just barely reaches the baseline standard, if at all. He might be more overtly sadistic and intimidating than the relatively cold‐blooded and pragmatic Mandible, but that by no means makes him worse.
In essence, even if it weren’t for that one redeeming quality, I would have doubts as to Hopper qualifying for PE and would probably even still deem Lotso and Axlerod eviler if he did, let alone Mandible.
Ngl I honestly feel the same way with Hopper, his deeds kinda seem weak.
