Well, the one with more resources might not make it towards PE while the ones with fewer resources might so long as they do not have any sympathetic qualities at least. Since media like this are similar to The Boys, 13 Reasons Why, Undertale/Deltarune, and FNAF Books, etc are really common for having the most PE Rejections or NPE Proposals. Those media will always teach us that characters who we initially deem as a certain status to be sufficient enough to be completely of their moral side aren't always going to stick that said wholly/complete status for so long (i.e. Bryce Walker, William Afton in the Fazbear Frights, King from Deltarune, Chara from Undertale, and you name the rest for me and we would go on for ages.) Which makes it hard for anybody else who finds migrating/redeeming factors on later on sequels or spin-offs to deem them sufficient enough to be on PE or NPE or even IH.

You can propose them if the admins allow you and stuff. But, if there is somebody with higher kill counts or lower resources. The chances are, they might outshine each other and further out-heinous said other heinous characters. Just like in The Green Mile Film where William had literally out-heinous Percy Wetmore since William had fewer resources and Percy is a god d&mn cop which is way too much resources for the highest heinous standard which caused Percy to be NPE as well as his debatable factor with possibly feeling disgusted with William's crimes as evident to him crying.

Well, Lucky Quinn is PE, Iraq is NPE, the others I don't know.

This is exactly the point I am making. So, either way. Anything is vulnerable to being a lot less or a lot more of their wholly or lesser wholly status for their either more admirable or heinous status.
