They are both terrible, I don't think Mark is any worse than Alan or that Alan is any better than Mark.
@Complete monster True but honestly, Mark was repulsive from beginning to end whereas Alan at least showed a little bit of charm in the first half of the movie before he goes to the Amazon or whatever it was, even having a cheesy but funny line before he leaves. And that's what sad, for how repulsive Alan was, he was a lot more tolerable than Mark and even Jack were. Not to mention, before Mark stopped him, Alan DID try to go in and save Faye whereas Mark restrained Alan until he finally subverts his love for Faye.

Daniel Whitehall from Agents of S.H.I.E.L.D.: In my opinion, the evilest motherfucker in the entire MCU. His birth name was Werner Reinhardt, a HYDRA scientist who in World War II did human experiments with the Obelisk that were mostly fatal. Upon being released in 1989, he vivisected Jiaying Johnson on and off for a full week without anesthesia (this scene was so graphic that it resulted in the show's first and only TV-14 rating up until season 4), using her blood and organs to become immortal before throwing her corpse away in a ditch; it's safe to say that she and her husband Cal wouldn't even be villains at all if it wasn't for this one act. In the present day, he brainwashes Absorbing Man, Agent 33 and Blizzard using a torture method that's very similar to the Ludovico treatment in A Clockwork Orange, and orders the Bus shot down after Ward promised not to. In his final episode, he plans to vivisect Skye right in front of her father, and use the Obelisk in hopes of taking over the world by committing genocide against all non-Inhumans (R.I.P. Agent Tripp). Not to mention his death is fucking lame as hell; he just gets shot in the back by someone he hardly wronged at all.
Waingro from Heat: Basically Micah Bell without any "Evil is Cool" factors. In the first ten minutes of the movie, he necessitates pointlessly killing two guards by shooting the other one in the face just for looking at him funny, for which his own crew tries to kill him the following night. Only barely escaping with his life, he then later starts a massive shootout in the streets (which gets cops and criminals alike killed) by tipping off the cops during his former crew's bank robbery, which he found out about by sexually torturing Danny Trejo's wife to death before beating him to within an inch of his life; Neil mercy kills Trejo. Almost everything bad that happens in the movie is entirely his fault, and he even manages to ruin Chris and Neil's lives from beyond the grave. Oh and just in case all that doesn't sound bad enough, he's also a serial killer of underage prostitutes, and a coward who starts crying in his final moments and can't even look Neil in the eye at first. I hated this psychotic creep with a passion and it was so satisfying to watch Neil finally put three bullets in him.
I voted for Umbridge only for essentially the reasons that @Complete monster listed. She’s such an overrated character in terms of despicability that I actually would prefer seeing her name less.

That's why I consider Umbridge worse than Voldemort because while Umbridge does not have a kill count, she does however give innocent muggles a fate worse than death. Not to mention, unlike Umbridge, Voldemort's tragedy used to be genuine with him not only being born not being able to feel love and being abused at the orphanage, he also lost his mother as an infant and received no love and care whatsoever afterwards which is actually a major contributor to his lack of ability to feel love. Even Harry initially felt sympathy for him. However, with all that said, Voldemort's tragedy has been completely nullified just like Kobas and a lot of villains here.
