As much as I love Starcraft, it's hard to compete with someone responsible for the existence of evil itself.
A more fair comparison would be Morgoth and Angra Mainyu.
Angra Mainyu reminds me a lot of Morgoth.
I rather judge them in terms of personality than deeds (just making evil would just make you worse thus I'm not gonna use that argument).
Though... my problem with that is that I'm not too experienced with both franchises (I never even finished the Hobbits book).
Though just remove the fact Morgoth created evil, I bet Amon would probably easily take the cake.
Amon has pretty heinous crimes too (like wiping out his own race, creating the Zerg Swarm and keeping the Zerg Overmind in a brainwashed And I Must Scream State to ensure they would not turn against him and purge the universe of life, being responsible for mass experimentation on many beings and tricking an entire nation to worship him and fight for him while planning to betray them and wipe them out and brainwashing millions of Protoss in an And I Must Scream state by corrupting the Khala to fight for him.
So, maybe Amon would have been more evil if Morgoth hadn't created evil itself.
At the same time, I would say Morgoth is more sadistic (just read what he does to Hurin) . Morgoth also attempted to rape the Elven princess and is responsible for the creation of the Orcs by subjecting thousands of Elves to horrific torture and experimentation to use them for his genocidal conquests. Meanwhile Amon is a narcissistic megalomaniac who tries to paint his actions as justifiable and well-intentioned (he claims that life itself is meaningless and pointless and filled with suffering and he is helping everyone in the universe by killing them and releasing them from the suffering of life but it's clear that he is mostly interested in fulfilling his own desires and also Rohana who peers into his mind says that his actions are driven by intense loathing for the other Xel'Naga (Amon's race) and their creations (every living being in the universe).
So, if we remove the fact that Morgoth is responsible for the creation of evil, it would be hard to determine who is actually more evil from the two.
Oh, by the way, I recently read the chapter on Beren and Luthien and although it was mentioned that Morgoth felt lust for Luthien, I don't remember that he tried to rape her, maybe it's because of the translation, but I didn't find anything related to the rape.
oh and the thing about hurin was from glaurung although it is very likely that it was by order of morgoth.
Morgoth was the one who inflicted the curse upon Hurin.
