Think Trigon from Apokolips War was just saying that in the end of it and probably did not mean to his daughter Raven.

I also think Shadow King from Legion did not turn good at the end that it was pragmatic villainy.

President Snow could be one again if he still loves his grandmother his only redeeming trait. His love for Lucy is no more and being a well intentioned extremist is insane when he is older right now.

A pedophile priest with a martyr complex. Molested and eventually killed Jessica Lynn, a 13-year-old girl who already had an abusive father. His actions gave her friend Blake severe PTSD that continues to haunt him as an adult, and the worst part is that he never gets punished for his actions. It's implied that he molested Blake too, judging from how he calls him a "diseased cocksucker" before shoving a tongue down his throat and says "you're not evil, just confused" during the hallucinations.

Why exactly doesn’t he match one of the criteria.

One, because there are MANY rapists in the Outlast games like Trager, Val and Knoth, all of whom are insane due to Murkoff. However, Loutermilch is the only pedophile out of the bunch and has no visible moral agency issues. Two, he only has one confirmed victim.
