PE is a subjective term so I thought I'd ask who is pure evil by your own criteria (this is more for those who have their own opinion on what the criteria should be)

Dominator is too comedic.
Vukmir is other. It just isn't PE (or NPE) for extremely big prevention, which isn't even a redeeming quality or anything like that.
I do not think Xehanort from Kingdom hearts has redeemed at the end of 3. Don`t you think.

I think Bryce from 13 Reasons Why in season 3 was only pretending to be nice to everyone. You know what I mean. So he is Pure Evil alright.
