PE is a subjective term so I thought I'd ask who is pure evil by your own criteria (this is more for those who have their own opinion on what the criteria should be)
Anyone whose only prevention is comedy, because that's BS. Comedy doesn't prevent a villain from being PE, it prevents some people from thinking of them as PE, but some of us can see through it when we make an analysis of the character, we see they're irredeemable and have full moral agency.
